Founded right here in the Chesapeake Bay region, CHARM Rescue is more than a shelter — we’re a movement. We save at-risk animals through rescue, rehab, foster, and adoption. Our community is made up of volunteers, fosters, and donors like you who believe every animal deserves a home.
President
Married for 28 years and a proud mom of three, Deanna is a Navy veteran who found her passion for rescue after adopting her first Doberman, Stella, in 2014. She’s been a driving force behind CHARM’s relaunch and leads with heart, humor, and a fierce love for dogs—especially her three rescue pit bulls.
Vice President
With 25 years in rescue, Carolyn has done it all—from fostering and transport to record keeping and adoptions. She’s currently mom to two beloved foster fails, Dory and Bijou, and is proud to be building something special with longtime rescue friends at CHARM.
Secretary
Kim began her rescue journey at CHN before stepping into shelter management and leadership. A retired police commander, she brings discipline, dedication, and deep compassion to her work with CHARM. She’s also a proud mom of five—who all share her love for rescue.
Treasurer
A Howard County local since 1977, Michelle brings over two decades of bookkeeping experience to CHARM. She started fostering in 2017 and specializes in finding homes for small breed pups, senior dogs, and those with special behavioral needs.
Board Member
Laura has been a fierce animal advocate since childhood. An Air Force veteran and federal retiree, she began fostering in 2019 and gradually expanded her rescue efforts into supporting and conducting long-haul transports as well as handling volunteer applications and other administrative support for CHARM. She’s the proud mom of three foster fail dogs and one cat.
Board Member, Building & Transport Team Lead
Brenda started in rescue with TNR efforts 15 years ago. She and her family began fostering dogs and cats 8 years ago, and she now helps lead CHARM’s transport and facilities teams. Her passion is community-building and supporting local pet families.
Board Member, Foster/Intake Coordinator
Rieko has been fostering since 2003, specializing in pregnant moms and litters. As a seasoned foster and intake coordinator, she’s a matchmaker for pups and families, always focused on giving every dog the best shot at a loving home.
